India's Border Security Post-Pahalgam: Surveillance Upgrades & Bangladesh Migrant Solutions

The recent terror attack in Pahalgam underscores the persistent threat of cross-border terrorism and the critical need for robust border surveillance along the India-Pakistan border. It is indeed a deeply saddening tragedy, the Pahlgam massacre on April 22, 2025. The sheer brutality and the loss of so many innocent lives have sent shockwaves across the nation and beyond. To prevent such incidents in the future, India needs a multi-pronged approach that integrates advanced technology, strengthens physical infrastructure, and improves intelligence gathering and coordination.  

Technological Upgradation:

  • Comprehensive Electronic Surveillance System: Expedite the implementation of the planned electronic surveillance system covering the entire India-Pakistan border. This system should integrate sensors, networks, intelligence, and command-control solutions for effective detection of infiltrators and tunnels. Two models are reportedly under development for both the Pakistan and Bangladesh borders.  
  • Anti-Drone Technology: Deploy and continuously upgrade anti-drone technology to counter the increasing threat of weapon and drug smuggling via unmanned aerial vehicles. Testing of over 26 technology initiatives, including anti-drone systems, is underway, with some results expected by March 2026.  
  • Tunnel Detection Technology: Enhance the use of ground-penetrating radar and other advanced technologies to detect and neutralize underground tunnels used for infiltration.
  • Integrated Surveillance Systems: Combine various technologies like laser walls, thermal imagers, night-vision devices, and long-range reconnaissance and observation systems (LORROS) to create a layered security architecture. Laser walls are particularly useful in riverine and difficult terrain where physical fencing is challenging.  
  • Satellite Surveillance and GIS Mapping: Increase the utilization of high-resolution satellite imagery (like Cartosat series) and Geographic Information Systems (GIS) for real-time monitoring of border areas, tracking movements, and analyzing topographical changes to identify potential infiltration routes. Leverage communication satellites like GSAT-7 for seamless coordination in remote areas.  
  • Artificial Intelligence (AI) and Data Analytics: Implement AI-powered systems to analyze the vast amounts of data generated by surveillance technologies. This can help in identifying patterns, predicting potential threats, optimizing patrol routes (similar to Project Himshakti on the China border), and improving response times.  

Strengthening Physical Infrastructure:

  • Smart Fencing: Expand the deployment of smart fencing in vulnerable areas. This includes electrified fences integrated with sensors, cameras, and alarms that provide real-time alerts to security forces.
  • Border Roads and Outposts: Continue to develop strategic roads under projects like Bharatmala Pariyojana to improve troop movement and logistical support. Enhance the infrastructure of Border Outposts (BOPs) with better facilities, including improved housing for personnel, high-mast lighting, and observation towers.
  • Floodlighting: Ensure adequate floodlighting along the border to enhance visibility during nighttime and adverse weather conditions.  

Improving Intelligence and Coordination:

  • Enhanced Intelligence Gathering: Strengthen intelligence networks to gather timely and accurate information about potential threats, infiltration attempts, and the activities of terrorist organizations operating near the border.
  • Inter-Agency Coordination: Foster better coordination and information sharing between different security agencies like the Border Security Force (BSF), Army, local police, and intelligence agencies. Institutionalizing a unified border command structure could streamline operations.
  • Public-Private Partnerships: Encourage collaboration with private sector companies and startups (through initiatives like iDEX - Innovations for Defence Excellence) to develop cost-effective and innovative surveillance solutions.

Addressing the Illegal Migrant Problem from Bangladesh

The issue of illegal immigration from Bangladesh is complex and requires a multi-faceted approach involving border management, legal frameworks, and diplomatic engagement.

Strengthening Border Security:

  • Enhanced Surveillance: Implement similar technological upgrades as discussed for the Pakistan border, tailored to the specific challenges of the India-Bangladesh border, such as its long and porous nature, including riverine areas.
  • Comprehensive Integrated Border Management System (CIBMS): Fully operationalize the CIBMS, which aims to integrate manpower, sensors, networks, intelligence, and command-control solutions to improve situational awareness and response capabilities along the India-Bangladesh border.
  • Effective Border Fencing: Complete the fencing of the remaining portions of the border and ensure its maintenance and effectiveness. Address vulnerabilities in unfenced riverine stretches through increased patrolling with watercraft and floating BOPs, along with technological solutions like laser walls.
  • Increased Border Patrols: Intensify round-the-clock surveillance and patrolling by border security forces, including the establishment of more observation posts.

Legal and Administrative Measures:

  • Strict Enforcement of Existing Laws: Enforce "The Foreigners Act, 1946," "The Registration of Foreigners Act, 1939," and "The Passport (Entry into India) Act, 1920" rigorously to regulate the entry, stay, and exit of foreigners.
  • Detection and Deportation Mechanisms: Strengthen the mechanisms for detecting illegal immigrants and ensure their timely deportation, adhering to legal procedures. The Foreigners Tribunals play a crucial role in this process, and efforts to expedite pending cases should continue.
  • Prevention of Forged Documents: Crack down on human trafficking networks and agents involved in creating forged Indian identity documents for illegal immigrants. The recent crackdown in Gujarat highlights the need for such stringent actions.
  • Data Collection and Analysis: Improve the collection and analysis of data related to illegal immigration to understand the scale of the problem and identify key entry points and patterns. The central government has acknowledged the lack of centralized data as a challenge.
  • Verification Drives: Conduct regular verification drives, as seen in Delhi's directive to schools, to identify and prevent the enrollment of children of illegal immigrants and to detect those residing illegally.  

Diplomatic Engagement:

  • Bilateral Talks with Bangladesh: Engage in regular and constructive dialogue with the government of Bangladesh to address the issue of illegal migration. Urge Bangladesh to take effective steps to prevent the illegal movement of its nationals into India, especially through vulnerable areas.
  • Migration and Mobility Partnership Agreements: Explore and strengthen agreements like the one with France to facilitate the return of illegal migrants and promote legal migration pathways.

By implementing these comprehensive strategies, India can significantly improve its border surveillance on the Pakistan side, preventing future terror attacks, and effectively address the complex challenge of illegal immigration from Bangladesh, safeguarding national security and territorial integrity.
